Es wird ein Grundkonzept einer Besteuerung des Ressourcenverbrauchs entworfen, das eine konsequente Umlagerung des Ressourcenverbrauchs auf den Endverbraucher von Produkten und Dienstleistungen als Vision verfolgt und auf dem Weg dahin bereits funktionstüchtige Lösungen für definierte und mit Ein- und Ausfuhrkontrolle versehene Wirtschaftsräume anbietet. In einem solchen System wird durch die Ressourcensteuer nicht bestraft, wer seine Produkte exportiert. Das System ist in der Lage, die Besteuerung von Arbeit sukzessive oder komplett zu substituieren und damit zur Entwicklung eines in mehrfacher Hinsicht nachhaltigen Wirtschaftssystems beizutragen.

Die thermodynamische Wahrscheinlichkeit W beschreibt die Zahl von Realisierungsmöglichlichkeiten von Elementen in einem System und kann als Grad der Unordnung aufgefasst werden. Über die Boltzmann-Gleichung S = k ln W ist die thermodynamische Wahrscheinlichkeit mit der Entropie verbunden. Übertragen auf die Verteilung von Werten oder Ressourcen auf ein Wirtschaftsystem korreliert die Entropie mit dem Grad der Unordnung. Absolute Ordnung (S=0) bring das Wirtschaftsystem ebenso zum Erliegen wie die maximale Gleichverteilung, d.h. hohe Entropie, durch fehlende Anreize. Für ein Wirtschaftsystem wird eine optimale Entropie postuliert, die Voraussetzung für Erfolg und Nachhaltigkeit ist.
The thermodynamic probability W characterizes the number of possible realizations of elements in system. This probability can be interpreted as a degree of disorder in this system. Using the Boltzmann equation thermodynamic probability and entropy S are related: S = k ln W (k = Boltzmann´s constant). We can use entropy to characterize values and resources of economic systems. A maximum of entropy will correlate with a maximum degree of economic disorder. Absolute order in the system (S=0) will impair economic development on the one side and maximum entropy will erase any persuit of success on the other side. An optimum of entropy for economic systems is postulated which the principle of economic success and sustainability.

The dissertation summarizes the drug-related death phenomenon in the UK emphasizing England and Wales and compares the figures with international development, particularly in the EU. Legal regulation, in particular the Misuse of Drugs Act of 1971 and its amendments strive for classifying drugs and label illicit drugs or their exceptional use. Moreover, legislation gives us a bundle of measures to investigate drugs misuse and especially drug-related deaths, allocating the duties of the police, coroner and judiciary.
Opiates, especially heroin, cocaine and stimulants are still the major drugs involved in the UK, which largely – with the exception of cocaine – reflects the situation on the continent. The distribution of age of death shows a tendency from the range of 20 to 30 years towards men in their forties during the last decades. Overall, the UK, Scandinavia and the Baltic states have leading numbers drug-related deaths. New Psychoactive Substances are a new challenge in Europe but the UK may be especially affected by this unfortunate wave. All authorities world-wide have to deal with this 'hydra' of new psychoactive substances (NPS) due to infinite chemical variations and unlimited supply. Nevertheless, heroin and cocaine still belong to the most noxious drugs with regard to the fatal outcome.
The problem of drug-related deaths starts with the neurobiology of addiction including cerebral reward cycles which disinhibit prefrontal control, leading to craving and drug intake, even if severe somatic damage occurred. This fatal course does not depend on a particular drug but may be concerned as the final part the fatal reward pathway. In general, noradrenalin, serotonin and dopamine are involved, although some drugs may act on specific receptors such as opiates or cannabinoids. Unfortunately, the pharmacology of the NPSs is often not well known, and this lack of information will increase the risk of drug-related deaths or delinquency in future.
Autonomy, paternalism and liberty form a field of tension in democracy, so that preventive measures must respect individual rights. Restrictive strategies alone show a limited success. It will be the concerted action of law, judiciary, police, science, educators, social work and medicine among others to strengthen future generations. We struggle hard against drugs and the sequelae but we should never give up.

Transportation economists apply different labor supply models when studying anti-congestion policy: (i) endogenous working hours; (ii) endogenous workdays but given daily working hours; (iii) labor supply as a residual. We study whether the outcome of anti-congestion policies that change the relative cost of labor supply margins, and, thus, may affect decisions on working hours and working days, is robust against the model applied. In particular, we focus on welfare implications in the presence of other taxes when there is a congestion externality. We find surprisingly strong differences in quantity and sign. Further, we develop a clear recommendation for future research on issues that include decisions on commuting trips. Researchers shall apply both a model of endogenous working hours that provides an upper limit and a model of endogenous workdays that provide a lower limit of results for welfare changes, optimal policies and two optimal tax components (Pigouvian and Ramsey terms).

This paper reviews the status quo of the empirical and theoretical literature on the determinants of the elasticity of substitution between capital and labor. Our focus is on the two-input constant elasticity of substitution (CES) production function. By example of the U.S., we highlight the distinctive heterogeneity in empirical estimates of σ at both the aggregate and industrial level and discuss potential methodological explanations for this variation. The main part of this survey then focuses on the determinants of σ. We first review several approaches to the microfoundation of production functions, especially the CES production function. Second, we outline the construction of an aggregate elasticity of substitution (AES) in a multi-sectoral framework and investigate its dependence on underlying sectoral elasticities. Third, we discuss the influence of the institutional framework on the determination of σ. The concluding section of this review identifies a number of potential empirical and theoretical avenues for future research. Overall, we demonstrate that the effective elasticity of substitution (EES), which is typically estimated in empirical studies, is generally not an immutable deep parameter but depends on a multitude of technological, non-technological and institutional determinants.

The loss of international competitiveness of domestic industries remains a key obstacle to the implementation of effective carbon prices in a world without harmonized climate policies. We analyze countries' non-cooperative choices of emissions taxes under imperfect competition and mobile polluting firms. In our general equilibrium setup with trade, wage effects prevent all firms from locating in the same country. While under local or no pollution countries achieve the first-best, under transboundary pollution taxes are inefficiently low and lower than under autarky where only the `standard' free-riding incentive distorts emissions taxes. This effect is more pronounced when polluting firms are mobile.

In this paper, we analyse the effects of a unilateral change in an emissions tax in a model of international trade with heterogeneous firms. We find a positive effect of tighter environmental policy on average productivity in the reforming country through reallocation of labour towards exporting firms. Domestic aggregate emissions fall, due to both a scale and a technique effect, but we show that the reduction in emissions following the tax increase is smaller than in autarky. Moreover, general equilibrium effects through changes in the foreign wage rate lead to a reduction in foreign emissions and, hence, to negative emissions leakage in case of transboundary pollution.

The evolution of the U.S. skill premium over the past century has been characterized by a U-shaped pattern. The previous literature has attributed this observation mainly to the existence of exogenous, unexpected technological shocks or changes in institutional factors. In contrast, this paper demonstrates that a U-shaped evolution of the skill premium can also be obtained using a simple two-sector growth model that comprises both variants of skill-biased technological change (SBTC): technological change (TC) that is favorable to high-skilled labor and capital-skill complementarity (CSC). Within this framework, we derive the conditions necessary to achieve a non-monotonic evolution of relative wages and analyze the dynamics of such a case. We show that in the short run for various parameter constellations an educational, a relative substitutability, and a factor intensity effect can induce a decrease in the skill premium despite moderate growth in the relative productivity of high-skilled labor. In the long run, as the difference in labor productivity increases, the skill premium also rises. To underpin our theoretical results, we conduct a comprehensive simulation study.

This paper examines the production and hedging decisions of the competitive firm under price uncertainty when the firm is not only risk averse but also regret averse. Regret-averse preferences are characterized by a modified utility function that includes disutility from having chosen ex-post suboptimal alternatives. The extent of regret depends on the difference between the actual profit and the maximum profit attained by making the optimal production and hedging decisions had the firm observed the true realization of the random output price. While the separation theorem holds under regret aversion, the prevalence of hedging opportunities may have perverse effect on the firm's optimal output level, particularly when the firm is sufficiently regret averse. The full-hedging theorem, however, does not hold. We derive sufficient conditions under which the regret-averse firm's optimal futures position is an under-hedge (over-hedge). We further show that the firm optimally increases (decreases) its futures position when the price risk possesses more positive (negative) skewness.

3.) Nachbereitung der Weiterbidung
In der Weiterbildung am 5. Dezember 2019 in der Universität Leipzig als Teil der Veranstaltungsreihe LiT.Shortcut wurde der Einsatz von Geschichten als aktivierende Methode für den Unterricht in vielfältigen Fächer dargestellt und praktisch erprobt. Die Konzeption dieser hochschuldidaktischen Weiterbildung wird hier veröffentlicht. 'Ich glaube, dass magische Dinge passieren können, wenn man gute Bücher liest', schrieb Rowling, Autorin der Geschichten um den Zauberlehrling Harry Potter. Spannende Geschichten können tatsächlich das Lehren und Lernen vielfältig unterstützen.
Am Beispiel von Harry Potters (Lern-)Abenteuern wurde in der Weiterbildung gezeigt, wie durch den Einsatz von erzählenden Sequenzen in der Lehre bei Studierenden Aufmerksamkeit und Motivation erzeugt werden kann. Die Weiterbildung behandelte u.a. diese Fragen: Welche erzählten Figuren können motivierende und aktivierende Helden darstellen? Wie können diese im eigenen Unterricht eingesetzt werden? Auf der Basis eines einführenden Inputs über die Konzepte Heldenreise nach Joseph Campbell und Lernen am Modell nach Albert Bandura orientierte sich die Weiterbildung auf die Entwicklung und praktische Erprobung von Unterrichtssequenzen unter Nutzung der mehrjährigen Lehrerfahrungen des Dozenten im Modul 'Schule in der Mediengesellschaft' in den fachübergreifenden Ergänzungsstudien der Lehramtsausbildung an der Universität Leipzig.

Die Erweiterung experimenteller Infrastrukturen um neuartige Sensor eröffnen die Möglichkeit, qualitativ neuartige Erkenntnisse zu gewinnen. Um diese Informationen vollständig zu erschließen ist ein Abdecken der gesamten Verarbeitungskette von
der Datenauslese bis zu anwendungsbezogenen Auswertung erforderlich. Eine Erweiterung bestehender wissenschaftlicher Instrumente beinhaltet die strukturelle und zeitbezogene Integration der neuen Sensordaten in das Bestandssystem. Das hier vorgestellte Framework bietet durch seinen flexiblen Ansatz das Potenzial, unterschiedliche Sensortypen in unterschiedliche, leistungsfähige Plattformen zu integrieren. Zwei unterschiedliche Integrationsansätze zeigen die Flexibilität dieses Ansatzes, wobei einer auf die Steigerung der Sensitivität einer Anlage zur Sekundärionenmassenspektroskopie und der andere auf die Bereitstellung eines Prototypen zur Untersuchung von Rezyklaten ausgerichtet ist. Die sehr unterschiedlichen Hardwarevoraussetzungen und Anforderungen der Anwendung bildeten die Basis zur Entwicklung eines flexiblen Softwareframeworks. Um komplexe und leistungsfähige Applikationsbausteine bereitzustellen wurde eine Softwaretechnologie entwickelt, die modulare Pipelinestrukturen mit Sensor- und Ausgabeschnittstellen sowie einer Wissensbasis mit entsprechenden Konfigurations- und Verarbeitungsmodulen kombiniert.
Novel sensors with the ability to collect qualitatively new information offer the potential to improve experimental infrastructure and methods in the field of research technology. In order to get full access to this information, the entire range from detector readout data transfer over proper data and knowledge models up to complex application functions has to be covered. The extension of existing scientific instruments comprises the integration of diverse sensor information into existing hardware, based on the expansion of pivotal event schemes and data models. Due to its flexible approach, the proposed framework has the potential to integrate additional sensor types and offers migration capabilities to high-performance computing platforms. Two different implementation setups prove the flexibility of this approach, one extending the material analyzing capabilities of a secondary ion mass spectrometry device, the other implementing a functional prototype setup for the online analysis of recyclate. Both setups can be regarded as two complementary parts of a highly topical and ground-breaking unique scientific application field. The requirements and possibilities resulting from different hardware concepts on one hand and diverse application fields on the other hand are the basis for the development of a versatile software framework. In order to support complex and efficient application functions under heterogeneous and flexible technical conditions, a software technology is proposed that offers modular processing pipeline structures with internal and external data interfaces backed by a knowledge base with respective configuration and conclusion mechanisms.

The paper is located on the border between physics, mathematics and philosophy (ontology). The latter is required to embed the dualistic by nature mathematics into a monistic metatheory. It is shown, that a consequent philosophical monism and an approach which starts from the origin of the universe imposes significant constraints on a physical Theory-of-Everything. This may be helpful for finding such a theory. A philosophical system that is monistic and at the same time structured clear enough to be compatible with mathematical thinking is the Hegelian dialectic logic. With the aid of this logic the necessary existence of a causal chain embedded in the general, unconditional and timeless being is proved constructively. In the causal chain our entire reality is coded. It is termed by Hegel as determinate being in contrast to being. The chain has a beginning, representing the birth of the universe (big bang) and the beginning of time. It is isomorphic to the natural numbers. The half-ring structure of the natural numbers induces a secondary causal network. Thus the ontological approach results in a special version of the theory or causal sets. The causal network is topologically homeo-morphic to an infinite dimensional Minkowski cone. Each prime number corresponds to a dimension. Hypothetical small 'bumps” of 4D spacetime (Brane) in the direction of the extra dimensions of the Minkowski manifold mean topological defects, which can be interpreted as curvature of spacetime. This means a bridge to the general theory of relativity. On the other hand, the bumps may be interpreted as objects with which one can handle similar to the strings in string theory.
Die Arbeit bewegt sich im Grenzgebiet zwischen Physik, Mathematik und Philosophie (Ontologie). Letztere wird benötigt, um die vom Wesen her dualistische Mathematik in eine monistische Metatheorie einzubetten. Es wird gezeigt, dass ein konsequenter philosophischer Monismus und ein Denken vom Ursprung des Universums her einer physikalischen Theorie-von-Allem erhebliche Randbedingungen auferlegen. Für das Auffinden einer solchen Theorie kann das hilfreich sein. Ein philosophisches System, dass monistisch ist und zugleich klar genug strukturiert um mit der mathematischen Denkweise kompatibel zu sein ist die Hegelsche dialektische Logik. Unter Zuhilfenahme dieser Logik wird die notwendige Existenz einer in das allgemeine, unbedingte und zeitlose Sein eingebetteten, aber vom Chaos dieses Seins unbeeinflussten kausalen Kette konstruktiv bewiesen. In dieser kausalen Kette ist unsere gesamte Realität codiert, von Hegel als Dasein im Gegensatz zum Sein bezeichnet. Die Kette hat einen Anfang, der den Anfang des Universums und den Anfang der Zeit darstellt. Sie ist isomorph zu den natürlichen Zahlen. Deren Halbring-Struktur induziert ein sekundäres kausales Netzwerk. Somit ist das Ergebnis der ontologischen Herangehensweise eine spezielle Version der Theorie der kausalen Mengen. Das Netzwerk ist topologisch homöomorph ist zu einem unendlich dimensionalen Minkowski-Kegel. Jeder Primzahl entspricht eine Dimension. Hypothetische kleine „Ausbeulungen“ oder „Bumps“ der 4D-Raumzeit (Brane) in Richtung der Extradimensionen der Minkowski-Mannigfaltigkeit bedeuten topologische Baufehler, die sich als Krümmung der Raumzeit interpretieren lassen und eine Brücke zur allgemeinen Relativi-tätstheorie darstellen. Auf der anderen Seite lassen sich die Ausbeulungen der Brane als Objekte deuten, mit denen man ähnlich umgehen kann wie mit den Strings der Stringtheorie.

Die Studie untersucht die an der Chemnitzer Bewerbung für die Europäische Kulturhauptstadt 2025 beteiligten Vereine, Verbände und Initiativen und gibt damit erstmals Einblicke in die Wahrnehmungen des Bewerbungsprozesses durch die Zivilgesellschaft sowie der Motive ihres Engagements und ihrer weiteren Erwartungen an das Jahr 2025 – und darüber hinaus. Die befragten zivilgesellschaftlichen Akteure sehen die Förderung von Kunst und Kultur sowie des kulturellen Austauschs in Europa als zentrale Ziele der Chemnitzer Kulturhauptstadtbewerbung. Die Motive ihres Engagements für die Kulturhauptstadt sind u. a. der Ausbau der Kulturszene und –angebote in Chemnitz, der Wandel des medialen Bildes der Stadt sowie die Chance eigene Anliegen in die Stadtentwicklung einzubringen. Als bisherige Wirkungen des Bewerbungsprozesses werden etwa eine intensivierte Vernetzung innerhalb der Stadt und die stärkere Berücksichtigung einer europäischen Perspektive in Projekten genannt. Hinsichtlich der erwarteten längerfristigen Auswirkungen der Europäischen Kulturhauptstadt für Chemnitz wird eine stärker vernetzte Zivilgesellschaft, ein verbessertes Image für die Stadt und Initiierung von Innovationsprozessen genannt. Dagegen herrscht auf Seite der befragten Vereine, Verbände und Initiativen große Skepsis bezüglich der Aktivierung der „stillen Mitte“ in Chemnitz im Rahmen der Europäischen Kulturhauptstadt.

Das Erzgebirge besitzt aus der Zeit der hochmittelalterlichen Ostsiedlung eine Vielzahl an Ortschaften und Burgen. Doch wie bei den Ortswüstungen, haben auch nicht alle Burgen die Zeit überstanden. Zu diesen Burgen zählt auch die Quedlinburg zwischen Elterlein und Burgstädtel. Mit Hilfe der wissenschaftlichen Ausarbeitungen von dem Heimatforscher Leo Bönhoff aus den ersten Jahrzenten des vorigen Jahrhunderts und den seit 2019 öffentlich verfügbaren Digitalen Geländemodellen soll in diesem Dokument der Standort der Quedlinburg lokalisiert und der Grundriss rekonstruiert werden.

Many companies are more and more interested in using IoT devices, either to optimize their processes or due to the lack of alternatives. The situation is similar to some years ago, when cameras were banned on company premises for security considerations, but all modern cell phones had cameras. Observations have shown, that the security properties of IoT devices with a similar functionality might differ significantly. This makes it challenging for a company to identify IoT devices that match its security policy. In order to make it possible for companies to assess the level of security of IoT devices before buying them, we introduce INFINITE, our 3-dimensional INternet oF thINgs maturITy modEl. INFINITE can be used at procurement-time, to find out to which degree an IoT device meets the requirements of the company’s security policy. This simplifies the procurement process, prevents the introduction of IoT devices that cannot be integrated into an enterprise-wide security strategy, and ultimately saves costs. To this end, INFINITE allows us to considers both the software and the hardware life cycle of an IoT device.

Der Autor ist Professor Dr. phil. habil. Siegfried Weber, Prof. Emeritus der Technischen Universität Chemnitz, langjähriger Leiter des Wissenschaftsbereiches Deutsche Sprache
innerhalb der Sektion Fremdsprachen, Professor für Deutsch als Fremdsprache der Technischen Universität Chemnitz (bzw. Technischen Hochschule Karl-Marx-Stadt bis 1992).
Der Autor verstarb am 22. August 2018 im Alter von 90 Jahren in Halle (Saale).
In seinen letzten Lebensjahren arbeitete er mit großer Leidenschaft an diesem Studienbuch. Es ist die Essenz seiner jahrzehntelangen Berufserfahrung als Deutschlehrer für
Fremdsprachler. Leider war es ihm nicht vergönnt, die Veröffentlichung dieser Arbeit zu erleben. Seiner Familie ist es ein großes Anliegen, dieses Werk posthum der Öffentlichkeit zugänglich zu machen.
Siegfried Weber hinterließ ein 420seitiges Manuskript. Besonders hervorzuheben ist der Anteil, den seine Frau Gisela an diesem Werk hat. Sie redigierte, solange es ihre Gesundheit
zuließ, in mühevoller Arbeit mehr als die Hälfte des Manuskripts. Sie verstarb etwa ein Jahr nach ihrem Ehemann. In den Jahren 2019 bis 2021 vervollständigte und redigierte der Bruder des Autors, Dr. Rudolf Weber, das Manuskript soweit, dass es nun in Gänze digital vorliegt. Korrekturen und Verbesserungen konnten zwangsläufig nicht vorgenommen werden, so dass wir die Leserschaft bitten, etwaige Fehler und Mängel zu berücksichtigen und zu entschuldigen.
Dieses Studienbuch kann als Hilfe und Anleitung dienen für die fundierte und wissenschaftliche Herangehensweise bei der Vermittlung der deutschen Sprache in Berufen
und verschiedenen Fachgebieten durch Deutschlehrer in der Muttersprache, als auch in der Fremdsprache Deutsch.
Als Familie sind wir sehr zuversichtlich, dass das Werk seine Leser und Interessenten unter den Germanisten und Linguisten finden wird und auf diese Weise das Lebenswerk von Prof. Siegfried Weber vollendet wird.

The author is Professor Dr. phil. habil. Siegfried Weber, Prof. emeritus of the Technical University of Chemnitz, long-time head of the department of German language within the section of foreign languages, Professor of German as a foreign language at the Chemnitz University of Technology (or Karl-Marx-Stadt University of Technology until 1992).
The author passed away in Halle (Saale) on August 22, 2018, at the age of 90.
He spent the last years of his life working with great passion on this textbook. It is the essence
of decades of professional experience as a German teacher for foreign language learners.
Unfortunately, he died before finishing work on this book.
It is a great concern of his family to make this work available to the public posthumously.
Siegfried Weber left behind a 420-pages manuscript. Particularly noteworthy is the part his wife Gisela played in this work. As long as her health permitted, she laboriously edited more than half of the manuscript. She passed away about a year after her husband.
Between 2019 and 2021, the author's brother, Dr. Rudolf Weber, completed and edited the manuscript to the extent that it is now available digitally in its entirety. Inevitably, corrections and improvements could not be made, so we ask the readership to consider and excuse any errors and shortcomings.
This textbook can serve as an aid and guide to the sound and scholarly approach to teaching German in professions and various subject areas by teachers of German in the native language, as well as in German as a foreign language.
As a family, we are very confident that the work will find its readers and interested parties among germanists and linguists, thus completing the life's work of Prof. Siegfried Weber.

Traditional methods in optical design like ray tracing suffer from slow convergence and are not constructive, i.e., each minimal perturbation of input parameters might lead to “chaotic” changes in the output. However, so-called inverse methods can be helpful in designing optical systems of reflectors and lenses. The equations in R2 become ordinary differential equations, while in R3 the equations become partial differential equations. These equations are then used to transform source distributions into target distributions, where the distributions are arbitrary, though assumed to be positive and integrable. In this project, we derive the governing equations and solve them numerically, for the systems presented by our instructor Martijn Anthonissen [Anthonissen et al. 2021]. Additionally, we show how point sources can be derived as a special case of a interval source with di- rected source interval, i.e., with each point in the source interval there is also an associated unit direction vector which could be derived from a system of two interval sources in R2. This way, it is shown that connecting source distributions with target distributions can be classified into two instead of three categories.
The resulting description of point sources as a source along an interval with directed rays could potentially be extended to three dimensions, leading to interpretations of point sources as directed sources on convex or star-shaped sets.
